What is the UKSPF?

The UKSPF is a £2.6 billion fund designed to support the Government’s wider ‘levelling up’ agenda, to build pride in place and increase life chances across the UK by 2030.

The UKSPF is replacing the EU Structural and Investment Funds (ESIF)/European Social Fund (ESF), including programmes such as the New Enterprise Allowance (NEA), Work and Health Programme (WHP), Skills Support for the Unemployed (SSU), and Skills Support for the Workforce (SSW).

Through Fund allocations, each local authority aims to reduce regional disparities and promote local economic development, according to 3 investment priorities identified by the UK government:

  • Communities and place: To help restore local community spaces and relationships.

  • Local business support: To help local businesses thrive, innovate and grow.

  • People & skills: To boost adults’ core skills and support them into work/education by reducing employment barriers and providing cohesive, tailored learning.

Since the DLUHC lifted the restriction on UKSPF skills spending until 2024/25, councils have greater flexibility over funding towards people & skills initiatives from April 2023. Every place in the UK has been allocated at least £1 million of UKSPF funding.

UKSPF core funding, alongside the adult numeracy programme Multiply, will ramp up across the 3-year funding period: £400m for 2022/23, £700m for 2023/24, and £1.5 billion in 2024/25.
